In order to thoroughly implement the Outline of the “Healthy China 2030” Plan and the National Action Plan on Controlling Bacterial Resistance (2016–2020), and to continuously strengthen the management of clinical antimicrobial use, ensure medical quality, and curb bacterial resistance, the National Health Commission has issued the “Notice on Continuously Strengthening Relevant Work in the Clinical Management of Antimicrobial Agents” (hereinafter referred to as the “Notice”).
The Notice focuses on addressing the most pressing issues currently facing the sector, drawing extensively on the views of industry experts, and sets forth the following five key areas of work: First, further optimize the management model for antimicrobial agents; all medical institutions should develop and implement technical guidelines for antimicrobial stewardship while promoting multidisciplinary approaches to the diagnosis and treatment of infectious diseases. Second, strengthen capacity for the rational use of antimicrobials by conducting comprehensive training on antimicrobial knowledge, elevating the level of antimicrobial use at the primary care level, and reinforcing hospital infection prevention and control. By 2020, departments of infectious diseases in general hospitals at or above the secondary level are required to establish dedicated wards or clinical teams primarily focused on the treatment of bacterial and fungal infections. Third, rigorously manage critical stages in antimicrobial use by enhancing the substantive content of specialized record‑keeping systems, appropriately revising antimicrobial formularies, and reducing prophylactic use and inappropriate intravenous administration. Fourth, elevate the overall level of antimicrobial stewardship through strengthened information‑technology‑based management, robust clinical monitoring, and the implementation of periodic effectiveness assessments. Fifth, promote public awareness and education by providing clear guidance to patients on the rational use of medications, establishing a regular communication mechanism for the appropriate use of antimicrobials, and ensuring that the public receives accurate information and reliable reporting.
